COVID-19: City Facilities and Services | Moorpark, CA


City of Moorpark Facilities Status

As we do our part to slow the spread of the coronavirus/COVID-19, all City buildings are currently closed.  However, City staff is continuing to work and be available by phone and E-mail.

  • Emergency Services: The Moorpark Police Department, Ventura County Fire Department, and Moorpark Public Works Department are all operational.
  • Moorpark City Hall: Moorpark City Hall will be closed until further notice.  Please check the Services Status section for options to obtain City services.
  • Moorpark City Library: The Moorpark City Library is currently closed until further notice.  But, you can browse the library’s digital collection to access ebooks and audiobooks!
  • Active Adult Center:The Moorpark Active Adult Center will be closed until further notice.  If you are over 60 years old and are in need of a daily meal, please call the Active Adult Center at (805) 517-6261 for home delivery options.
  • Public Parks
    • OPEN, subject to social distancing measures:
      • Parks generally: parking lots, grassy areas, restrooms
      • Hiking trails and walking trails
      • Moorpark Dog Park
      • Tennis and pickleball courts, but only with players from the same single household
    • CLOSED
      • Playgrounds
      • Moorpark Skate Park
      • All sports courts except tennis and pickleball
  • Arroyo Vista Recreation Center:
    • Closed until further notice. However, staff is available by phone at (805) 517-6300 from 8:30AM – 5:00PM, Monday through Friday, to answer any program or rental related questions you may have.
    • All sports leagues, classes, and programs at Arroyo Vista Community Park and Recreation Center are canceled until further notice.
    • Moorpark Little Learners Academy will be closed until further notice.
    • We are not accepting new park or room rental applications.

City of Moorpark Services Status

As we do our part to slow the spread of the coronavirus/COVID-19, most of the City staff is subject to the state’s Stay at Home order.  While we do have a skeleton staff providing emergency and life/safety services, we are currently only able to provide essential services.  You may also call (805) 517-6200 to reach City staff.  However, we have very limited resources to answer phones, so be prepared to leave a voice mail and get a return phone call.

Here is the status of City services at this time:

  • Emergency Services: The Moorpark Police Department, Ventura County Fire Department, and Moorpark Public Works Department are all operational.
  • Food Services at Active Adult Center: If you are over 60 years old and are in need of a daily meal, please call the Active Adult Center at (805) 517-6261 for home delivery options.
  • Public Transit: Public transit passengers are encouraged to heed local directives to avoid unnecessary travel and contact with others. 
    • Starting Monday, March 23, fares for Moorpark City Transit Buses and Dial-A-Ride services are suspended.
    • Starting Tuesday, March 24, Moorpark City Transit Route 1 and Route 2 will not operate Trips 1 and 11.  Route 2, Trip 2 will provide service to/from Villa Del Arroyo.  Updated schedule information is available here.
    • Starting Monday, March 30, Moorpark City Transit Route 1 will not operate Trips 1, 3, 5, 7, 9, and 11.  Route 2 will not operate Trips 1, 2, 4, 6, 8, and 10.  Route 2 Trips 3, 7 and 9 will provide service to/from Villa Del Arroyo.  Updated schedule information is available here.
    • Senior and ADA Dial-A-Ride programs are operating.  Effective Tuesday, March 24, Monday through Friday services will be reduced to 6:00 a.m. to 5:00 p.m. Saturday hours have been and will remain 8:00 a.m. to 4:00 p.m. All Dial-A-Ride riders should heed local directives to avoid unnecessary travel and contact with others. Riders may be declined rides that are not for essential goods and services. Please make reservations only for medical related trips, grocery stores, and other stores that sell essential goods. We are giving priority to medically necessary rides, rides to grocery stores and pharmacies.
    • Effective Wednesday, March 25, the ECTA Inter-City Senior and ADA Dial-A-Ride service will be operating 6:00 a.m. to 5:00 p.m. Monday through Friday.  Saturday service will operate 8:00 a.m. to 4:00 p.m.  All Dial-A-Ride riders should heed local directives to avoid unnecessary travel and contact with others. Riders may be declined rides that are not for essential goods and services. Please make reservations only for medical related trips, grocery stores, and other stores that sell essential goods. We are giving priority to medically necessary rides, rides to grocery stores and pharmacies.
    • The Local and East County Transit Alliance (ECTA) Inter-City Senior and ADA Dial-A-Ride Reservation Line, (805) 375-5467, will be closed at 5:30 p.m., Monday through Saturday.  Phone reservations will not be available Sundays.  Passengers wanting to schedule a trip for Monday will need to call no later than Saturday.  For the ECTA Senior and ADA Dial-A-Ride, ECTA fares are currently suspended.
  • On-line Requests for Service: You can still request services on-line, for potholes, streetlight outages, graffiti, and other maintenance items.  However, there will be slower-than-usual response times for many requests.
  • Building & Safety Services: Contact Building & Safety staff by E-mail or by calling (805) 517-6276.
    • Building Permits: The City is currently issuing building permits and is accepting permit applications by appointment only at (805) 517-6276.
    • Building Plan Checks: We are completing plan checks, with our standard turnaround times..
    • Building Inspections: Building inspections for previously-issued permits are available by calling (805) 517-6274. The City has the capability of performing virtual inspections via Skype or Facetime.
  • Planning Division Services: Planning services are not currently available.
  • Business Registrations: Business Registration services are currently available by mail using this on-line form and mailing it to:

  • Code Compliance: You may still file an on-line report at any time. City staff is responding to life/safety issues
  • Animal Licenses: Animal licensing services are available through Ventura County Animal Services website.
  • Parking Violations: Parking violations may be paid by credit card at www.parkingticketpayment.com/moorpark.
  • Parking Restrictions:
    • Street Sweeping: The City is not enforcing street sweeping parking restrictions at this time.
    • Permit Parking Only: The City is not enforcing permit parking only requirements at this time.
  • Public Works Counter: Public Works general counter services are not currently available.
    • Encroachment Permits are available by E-mail.

The following City events and programs have been postponed or canceled due to the COVID-19 pandemic:

  • Canceled: All regular meetings of the City Council (though special meetings may take place and will be shown at www.moorparkca.gov/CityCouncilMeetings) and the following:
    • Planning Commission
    • Arts Commission
    • Parks & Recreation Commission
    • Library Board
  • Moorpark Has Talent (March 13): Canceled.  Please hold on to your Moorpark Has Talent tickets!  Tickets will be required to receive a refund.  All refunds will be provided in cash after our Recreation Division offices reopen.  Please check back for updates.
  • State of the City Address (April 7): Postponed
  • Bingo Bash at the Active Adult Center (April 8): Postponed
  • Free Mulch Day (April 11): Canceled
  • Free Landfill Day (April 19): Canceled
  • Earth Festival and Community Yard Sale(April 25): Canceled
  • Big Truck, Big Read at the Moorpark City Library (May 2): Canceled
  • Free E-Waste and Paper Shredding Event (May 16): Canceled
  • All Youth and Adult Sports Leagues: Postponed Until Further Notice
