Regular meetings of the City Council are televised live on the Moorpark Local Government Channel, a government access television channel, available through Spectrum and AT&T. Meetings are also broadcast live on the City website at  City Council meetings replay following the meetings on Thursday at 6:30 p.m. and Saturday at 2:00 p.m.

Government Style

The City of Moorpark operates under a Council / Manager form of government with an elected mayor. The mayor is elected at-large to serve a two-year term. The four Councilmembers currently serve at-large in staggered four-year terms. Beginning with the 2020 election, Councilmembers will be elected in a district-based election system and will serve staggered four-year terms.

Mayoral Duties

Like the four City Councilmembers, the Mayor has one vote on the City Council as the City Council fulfills its duties.  At City Council meetings, the Mayor serves as the presiding officer and also nominates individuals for appointment to the Planning Commission, Arts Commission, Library Board, and Parks and Recreation Commission.

In addition, the Mayor automatically serves on various boards and committees, including the City’s Administration, Finance and Public Safety Committee, Ventura Council of Governments, the California Joint Powers Insurance Authority, and the Ventura County City Selection Committee.

City Council Duties

The City Council sets the policy direction for city operations and programs, approves the annual budget, and provides direction for the city’s interaction with other governmental jurisdictions.  Each of the four City Councilmembers has one vote on the City Council, along with the Mayor.

The City Council appoints the city manager to implement and administer council decisions and policy directives. The City Council also serves as the governing body of the Industrial Development Authority and the Public Finance Authority.

Additional Duties

The Moorpark City Council also serves as the legislative body for other public entities, such as the Successor Agency of the Redevelopment Agency of the City of Moorpark. When these other public entities meet concurrently with the City Council, it is noted on the agendas and annotated agendas.
